Activity of the Medical Management Center of the National Research Tomsk State University
Health of the nation is the critical feature of the quality of life in any country, its strategic resource. Obviously, in countries with developed market economies, health is a priority task for the federal and regional authorities. With this in mind, medical management shall be considered in a narrow and a broad sense. In the first case, medical management is referred to as professional management, i.e. lines of professional behavior carried out by medical personnel, particular doctors, and strategies of treatment aimed at a specific outcome. From this point of view, all doctors, having received a good education, are guided by such principles in their career pathways. A criterion for the evaluation of their activity is quality of medical service and the ultimate results of treatment. Medical management, in the broad sense, is an important area in social management, focused on people's health and maintaining their ability to work and ensure a long life. It studies organization and management of healthcare in conditions of state and insurance financing. The Medical Management Center, established in the Higher School of Business in the framework of the National Research Tomsk State University in 2000, is running an innovative research and education project for cross-university integration of knowledge in the field of economics, medicine, and law at the university level. The project aims to provide programs for continuing professional development and upgrading skills for medical personnel coming from practicing doctors, medical interns, residents, pharmacists, nurse practitioners and nurses. The activity of the Center is based on the following key principles: 1. Amendment of educational programs in accordance with the learners' profile and their educational requirements; 2. Systematic and comprehensive learning; 3. Flexibility and responsiveness; 4. Encouragement of learners to solve practical healthcare tasks based on academic research; 5. Engagement of professors and associate professors in educational process from seven faculties of Tomsk State University, three faculties of Siberian State Medical University, E.D. Goldberg Research Institute of Pharmacology and Regenerative Medicine, managers and specialists coming from practical healthcare and health insurance. The curriculum includes five modules: 1. Basics of management for healthcare. 2. Basics of law as applied to healthcare. 3. Restructuring healthcare. 4. Accounting and taxation. 5. Basics of financial management in healthcare. By now, the Medical Management Center has educated 9 groups from the course Economics, Organization and Management of Medical Institutions. Over 130 learners have taken the course, including 40 managers from medical institutions, 15 PhD holders, and one doctor of medical sciences.
