Are there any frameworks for the reduction of state participation in economy? Microeconomic approach and trade unions versus macroeconomic stability

The paper criticizes some points of Alexei Kudrin 's concept of the perspective economic development of Russia where achievement of macroeconomic stability against the background of minimizing state participation in economy is declared. Provisions that determine the extent of state involvement in economy based on microeconomic approach are substantiated. The following theoretical postulates of Academician N. Petrakov, published in 1998, are provided: "What Market Can't Do" and "Market without Money - Achievement of Russian Reformers". The drawn conclusion is that privatization of state-owned enterprises generally cannot compensate for long-term investments in the Russian economy that fell out in the process of market reforms. The focus is made on the critical role of trade unions in the economic development of companies, industries and the entire country. Institution-alization of trade unions on a regional basis in the Russian Federation is recognized as an element of the conjunctural economic policy of progressive reduction of state participation in economy. Nationwide industry-specific trade unions are defined as an institution that can provide the function of income and property redistribution.
