The competitive environment of regional commodity markets: assessment and regulation (the case of markets of housing investments)

The article is devoted to the assessment and management of the competitive environment in the commodity markets. The urgency of this problem is justified on the basis of statistical data of various international ratings and place them in the Russian Federation. The analysis shows that most of the commodity markets in the country are highly concentrated markets with low competition. The authors propose to consider the competitive environment of the investigated product market together with the adjacent markets. The authors analyze the existing methodology for assessing the competitive environment. The disadvantage of existing assessment methods is that they are based on an assessment of the proportion of economic agents in a particular commodity market, but do not take into account their impact on related markets, in particular, opportunities for access to resources related markets. As a result, the competitive environment assessment does not correspond to the real market situation on the mentioned market. The authors' method of estimating the competitive environment of the commodity market (for example, housing investment market), taking into account the characteristics of the test of the market and the influence of the dominant companies in the related markets with it. The main users are the methods of regional governments and potential investors. The theoretical and practical results can be used by antitrust authorities in the assessment of competitive commodity market environment and the choice of forms and tools on the market impact.
