About the bureaucratization and sluggishness in the educational and scientific non-productive sectors of Russian Federation
The article addresses the crisis state issues of education and science systems in Russia. The most important factors contributing to the low level of educational services of the country institutions, as well as the causes of low efficiency of scientific research are identified and analyzed. Comparative characteristics of education and science systems of the USSR and the Russian Federation are examined. The negative role of Russian education ministry in the management of science and education in the community is given.
