Northern Delivery of goods: condition, Siberian Regions responsibility increase

The purpose of this article is to identify the problems of the modern organization of the northern goods delivery, to show the possibility and conditions for participation of Siberian Consumer Unions in northern logistics. The article presents northern delivery of goods problem and its possible solutions. The characteristic of the northern food market is given as well as the shortcomings of the northern delivery are noted. It is concluded that there is a need for a state policy reorientation in the Arctic zone of the Russian Federation from the sectoral to the territorial management principle, in particular, to increase the Siberian regions responsibility for the creature comforts of the population of their northern segment. Was developed the idea of inter-regional "North Pool" and intraregional fund for northern deliveries formation, as well as concept of regions motivation in the form of participation in the capitalization of the rents from the use of northern natural resources (on examples of Alaska and Canada) was coined. The criteria for the selection of the northern delivery participants from the regions according to the scheme "South-North" are proposed, it is concluded that they correspond to the Consumer Unions of the south Siberia, which have the best practice in the country of providing goods to the population of the Far North. It is recommended to return the Siberian Union of Consumer Societies in the composition of northern delivery, formulated the conditions for such participation.
