Methodological bases of small industrial enterprises institutional environment analysis

This paper presents the systematization of the accumulated experience of assessing the institutions both in the domestic and foreign economic schools. It is shown that the analysis of the small industrial enterprises institutional environment is inextricably linked with the analysis of the economy institutional environment state as a whole. Modern approaches and methods are classified into two types: purely conceptual and empirical. Criticism of the most popular method for evaluating institutions - rating is given. The authors come to a conclusion - both in Russia and abroad there is a clear deficit of concepts worked out not only on the theoretical, but also on the empirical level, that is, brought to practical use in relation to a particular "problem field" of the institutional environment. The essential complexity of the object of research, the presence of specific properties of the institutional environment depending on the carrier, as well as the imperfection of existing methods and approaches, gives grounds to the authors to assert that it is not enough to use one, even an empirically developed method to correctly estimate the institutional environment, but it is necessary to apply a set of methods.
