The population income and expenditure in the municipal entities: a concept of creating and using a balance sheet

The article substantiates the conceptual approach to calculate balance of the population income, expenditure and savings in the municipal entities and urban districts based on the example of Krasnoyarsky krai; it also demonstrates a possible variant of using balance - calculating an index of the population average income in the municipal entities. The research determines the main tendencies in socio-economic development of municipal entities according to grouping the regions due to the index. The article justifies the fact that the calculations can be applied for the system to evaluate regional entities based on the living standard indicators in the municipal entities.
