Models of Innovation Policy and Decision-Making Systems: Evolution and Prospects

In the context of the development of a new type of innovation policy aimed at stimulating the transformation of the sociotechnical system with interrelated changes in social, technical and environmental systems, the authors focus on decision-making models and tools for predicting the parameters of innovation activity. The main directions of transformation of the theory of innovation, as well as of the types of innovation policy, are outlined; in particular, features of policy 3.0, measures and areas of support for innovation activity are described. The article substantiates the correlation between the evolution of the theory of innovation, types of innovation policy and models of decision-making in the field of innovation. The authors formulate the conclusion that in the conditions of the transformation of theoretical approaches to innovation, a new type of innovation policy is being formed - transformative, which requires new decision-making models and adequate forecasting technologies.
