A Regional Analysis of the Endowment Market
Endowments or endowment funds in Europe and America have had a long history. Nevertheless, they remain a relevant research issue. The endowment model is constantly under scrutiny. Endowments in education are particularly popular. In Russia, the law (Federal Law No. 275-FZ “On Procedure of Establishment and Use of Endowment for Designated Purpose by Non-Commercial Organizations” of 30 December 2006) introduces an analogue of endowment-the endowment capital. Endowment funds have been appearing in Russia since 2007. At the beginning of 2020, more than 170 such funds were registered in Russia. The aim of this article is to analyze the organizational and economic aspects of the functioning of endowment funds in Russian regions on the example of the Siberian Federal District. To achieve this aim, the following objectives have been set: (1) to analyze the current situation in the development of endowments in the Siberian region; (2) to identify the main reasons for the lack of endowments in the nonprofit sector and the factors impeding their establishment; (3) to determine the preconditions for the development of endowments in the nonprofit sector in the Siberian Federal district. The research methodology includes big data analysis using digital technologies to analyze social networks and sociological research through a mass telephone survey of heads of nonprofit organizations in the Siberian region. The analysis of the forms of endowment funds' presence on the Internet has shown that many of them do not have their own website or community in social networks. Funds that are represented in social networks and on the Internet to varying degrees in terms of effectiveness use these channels of communication with a potential target audience. The conducted study allows the authors to conclude that it is important to find ways to track the consumption of the content, the target audience and to analyze the most effective communication channels that will increase engagement of the target audience in the funds' activities. To summarize, the organizational and economic aspects of endowments' functioning in the regions are determined by the laws that apply equally to all regions of the Russian Federation, on the one hand. On the other hand, nonprofit organizations, when faced with the specifics of working in a specific territory, contribute (or do not contribute) to the introduction of innovations in their activities, which affects the dynamics of their development. It is worth noting that today the infrastructure for obtaining knowledge and skills for the formation and replenishment of endowment in Russia is rapidly developing. In this regard, everything depends on the nonprofit organizations.
