Increasing Healthcare Efficiency in Tomsk Oblast
The theme of the study is determined by the need to find ways to improve the performance of the result, not just to reduce the cost indicators. The authors substantiate the theoretical relationship of economic indicators to assess the efficiency of the use of healthcare resources, analyze the performance of public health organizations in Tomsk Oblast for the period from 2006 to 2017. The initial data used includes fixed assets, the average number of employees, the number of patients treated, and organizations’ income. The proposed multi-factor model shows the relationship between the generalizing indicator of the number of patients treated and the factors influencing it. The variation of the generalized index and the factors influencing it were analyzed in three time intervals: long-term (2006-2017) and two medium-term periods of the implementation of national projects in the healthcare of Tomsk Oblast. The contribution of national projects to the change of efficiency indicators of healthcare resource use during the 12-year period is proved. Direct and inverse dependencies between the factors and the generalizing indicator are proved, contradictory tendencies in the federal and regional medical organizations are interpreted, which was especially explicit in the analyzed medium-term periods. Critical gaps between the social and economic realities of healthcare are described.
