International Rating Systems in Higher Education

The article presents an interpretation of the impact of international university rankings on the university development. The author discusses the questions of (1) the impact that ratings and their indicators have on the higher education system and (2) the effectiveness of universities’ financing in proportion to the position they have in the rating system. The author calculated the effectiveness of financial investments into universities in the promotion of one rating point in the international rankings. The hypothesis is made that the achievement of the rating targets by universities changes their organizational structure: the effectiveness of the scientific and innovative activities of the university raises and the amount of income from this type of activity increases. Universities can achieve maximum results, and financing streams between groups of Russian universities can be optimized.
