Paradoxes of the Export of Technical Regulation Institutions to the EAEU Space

The article examines the issues of the import and re-export of technical regulation institutions from the EU to the Eurasian Economic Union (EAEU). The research problem is to identify the specifics of institutional changes in technical regulation in the context of the development of supranational mechanisms in the EAEU and opportunities for the export of Russian technical regulation practices. The article aims to characterize the latest trends in technical regulation in the EAEU and to identify opportunities for the re-export of institutions. The article uses the methodology of institutional analysis, comparative and statistical methods. The architecture of the institutional environment of technical regulation in the EU with institutions similar in function in the EAEU is compared. Differences are observed in the target attitudes of stakeholders: in the formation of general principles of technical regulation, it is not consumer interests that are key, but the product’s objectified characteristics, which de facto are determined by state and non-profit organizations. The article shows that the formation of a technical regulation system common for the EAEU countries exposed the deep institutional problems of the import and re-export of institutions in the EAEU, which leads to difficulties in the export of food products from Russian producers. The introduction of new institutions under the project “Digital Technical Regulation of the Eurasian Economic Union” partially contributed to the implementation of the idea of improving product quality and consumer market information transparency, in particular, the introduction of digital marking. Based on the study of the ways of the transformation of technical regulation institutions, some recommendations are made for changing the technical regulation of consumer goods quality.
