Updating the energy management system of an industrial organization in compliance with the requirements of GOST R ISO 50001-2023
The article considers the issues of updating the energy management system. The relevance of the energy management system implementation is justified; the components of the energy management system are considered. The new version of GOST R ISO 50001-2023 - Energy Management Systems. Requirements with Guidance for Use, as well as individual provisions of other standards of the 50001 series are analyzed in order to assess the changes and their significance. The need to make changes to the existing energy management systems is determined and justified. A summary is made based on the results of the analysis and comparison of the versions of energy management system standards. Approaches to updating the energy management system of an industrial enterprise taking into account the new requirements were analyzed on the basis of a study of the provisions of the new edition of GOST R ISO 50001-2023, legal acts and energy saving programs, as well as assessments of leading experts commenting on and analyzing the possibility and features of implementing the requirements of the energy management system in an industrial enterprise. Determining the current state required studying the practice of functioning of energy management systems, as well as taking into account the "outlier" environmental factors affecting the energy efficiency of an industrial organization. Individual provisions and recommendations were formulated on the basis of expert assessments, as well as a summary of the authors' experience in building energy management systems. Based on the analysis and comparison of information obtained during the study, a conclusion was made about partial compliance with the requirements of the standard of the previous version, as well as the presence of new provisions necessary for updating the energy management system. Recommendations were developed on the application of new terms and definitions, application of the process approach to energy efficiency management, as well as risk management of the energy management system. As a result of the study, recommendations were justified on the minimum necessary actions to implement the new provisions of the GOST R ISO 50001-2023 standard in the practical activities of industrial enterprises.
