Management of innovation processes in the region's economy
This article addresses the currently relevant problem of managing innovation processes in a regional economy with the aim of systemic optimization. The authors base the innovation management process on an analysis of the internal and external environment of the regional economy, which is subject to constant change. Existing Russian and foreign research lacks a unified approach to defining the factors influencing these environments, as well as to strengthening the role of participants in managing innovation processes. Based on a synthesis of existing material, key characteristics of the internal and external environment for managing innovation in the regional economy were determined, including process agents, management methods and levels, and capital. The authors identified a lack of a demonstration base as one of the problems in managing innovation processes in the regional economy. Based on this conclusion, the authors developed a demonstration base for managing innovation processes in the regional economy. This base is built on the principle of "factorization" and includes four key blocks: the management factor "Capital", the management factor "Research and Development", the management factor "Influence on the Regional Economy", and the management factor "Engagement in Innovation Activity". The authors analyze the traditional system of managing innovation processes in the regional economy by examining implementation algorithms, mechanisms, and tools for interaction in the field of innovation. Based on the research findings, it was concluded that the system for managing innovation processes in the regional economy requires optimization. The proposed modernized management system features an expanded structure with several key components. First, the system introduces the role of a regional operator responsible for managing innovation processes. It is important to note that this does not involve creating new institutions. Instead, authorized representatives of the regional executive authorities will act as the operator, thereby avoiding the need for additional funding. Second, the system incorporates an indicator framework for assessing the management of innovation processes. The assessment procedure is proposed to consist of three key stages: (1) a post-assessment to analyze the current state of innovation management; (2) an interim assessment designed to address gaps between the current and target conditions: (3) a final assessment focused on quantifying the results and economic impact of the implemented program. Third, the algorithm for formulating innovation management programs has been refined. The process begins with the regional operator submitting a request to the federal center for funding allocation. The federal center then selects the most suitable development program for the area. This bottom-up approach ensures programs are more precisely tailored and helps identify specific regional challenges in innovation management. Fourth, the management of innovation processes is not treated as a standalone priority but is integrated as a core component of regional economic development. This principle moves innovation management away from being a discretionary "funded item" in socio-economic programs. Instead, it is proposed that its activities be financed through dedicated federal budget lines aimed at ensuring the region's technological security. Fifth, the proposed system introduces a formal calculation of the economic effect resulting from the implemented program measures. This assessment is crucial for analyzing the return on investment of each budget rouble allocated to fostering innovation in the regional economy. The data on economic effect will subsequently be used to determine the program's overall implementation success. The authors declare no conflicts of interests.
