Fulfillment of quality of education based on the stateeducational Insurance
This article consists of two parts. In thefirst part «Objective necessity of insurance in the sphere of education» the idea of reformation in thenational system of education on the base of its state insurance in suggested for discussion. So, the mainidea of this part of the article is the state educational insurance which is directed towards keeping anddeveloping of national educational system that guarantees the quality of education for person. In thesecond part «State educational insurance fund as a new control system device for quality education»the main idea education quality control through the system of the state educational insurance is suggested.It consists of the following: Board of Education and Science of Russian Federation through theState Educational Insurance Fund will, on the one hand, guarantee and realize rights in the sphere ofeducation both citizens and educational establishments and by state liabilities performance attachingwill inculcate them the sense of responsibility, on the other hand.
