Scientific and technological development: personnel support in the Russian higher education
Today the innovation development of industries and regions provokes the demand for new competencies and skills in long-term forecasting and decision-making in emergency situations. Scientific and Educational Complex is one of the leaders in innovation and creating new (urgent ) segments of the labor market. In this paper we consider the innovation of the university from the standpoint of modern project management, which allows the formation mechanism of stimulation and academic development of participants in the innovation process.
