E-rulemaking as special tool of a state policy: opportunities and use restrictions

In article experience development of e-rulemaking in a context of implementation regulation programs. Factors which promoted development of e-ru-lemaking are allocated on the example of the USA. The characteristic of external and internal network information and communication infrastructure of interaction between regulating institutes is given. Key barriers are given in the sphere of informing, communications and interactions in the course of rulemaking. It is offered to consider e-rulemaking as the tool of the state policy, allowing to establish feedback between regulating formal and informal institutes.
