Development strategy of small and average business of the European Union in the beginning of 2000th.
The article tells about development strategy of the small and average business enterprises within theframeworks of The Confederation of European Business «BUSINESSEUROPE». There are now 41 members from 35 countries, includingthe European Union countries, the European Economic Area countries, and some Central end Eastern European countries. The Basicmotivation for BUSINESSEUROPE for over fifty years remained a collective cooperation in Europe. The main aims forBUSINESSEUROPE are integration of the central industrial federations to promote solidarity between them, encouragement of thecompetitive industrial policy in the whole Europe and of the cooperation with institutes of the European Union. Also among the main tasksof BUSINESSEUROPE are the organization of interaction between business groups of Europe in the field of development of economic andforeign economic policies of the European countries and first of all members of EU. In spite of opinions of many researchers, that TheConfederation of European Business is inefficient, particularly distinguishing such shortcomings, as «complexities in achievement of internalunity and formation of a common position», recently, the work of BUSINESSEUROPE together with national federations of the industry andenterprise proved the contrary. One of the most significant achievements, according to researchers is «the semi-institutional status» of theBUSINESSEUROPE in its relations with the Commission. As BUSINESSEUROPE has steady relations with EU bodies, it gives it thechance for lobbying activity in relation to the European institutes by means of conferences, and different declarations. Interaction offederations of industrialists and businessmen at the European level helps institutes of the European Union to solve many difficulties inbusiness sphere. As the Confederation of the European business is a forum of some kind, and simultaneously the lever of influence on theEuropean Commission, it helps business to influence formation of internal economic policy of the European Union by creation of legal act.Successful cooperation during the last years has allowed EU institutes and national governments to pay attention to the huge importance ofthe small and average businesses in EU economy; it has led to the structuring of the legislation for small and average businesses in the single.
