Representative bodies of rural settlements as actors of social policy in rural areas

The urgency of implementing social policies in rural areas, key actors in this area, existing problems faced by both the people and the officials - these aspects are central to the framework of this article. The author proceeds to consideration of the topic by analyzing the current state of rural social sphere, the results of investigations carried out by the modern practice, focuses on the major problems encountered in implementing social policies at the level of rural settlements. Further, under the article, the author focuses on the definition of those groups whose members are able to solve problems and ensure a stable social situation of the inhabitants; reveals who and what bodies are key actors in social policy in the countryside. So, are the following: • Representatives of regional and district municipal authorities; • Representatives of the executive branch of the rural settlements; • Representative bodies of rural settlements; • Representatives of political parties, communities, associations, rural intelligentuals (teachers, doctors, business elite). In the course of the characteristics of each group, the author emphasizes the leading role of the representative bodies of rural settlements, but at the same time represents a number of obstacles to their work (economic, cognitive, communicative, psychological). In conclusion, the author comes to the following conclusion: there is an imbalance between the authority of the representative bodies of rural settlements in the field of social policy and tools / knowledge / communicative competences / desire. Only in the case between the authority and the means / knowledge / communicative competence / desire will be equal sign, vector of social policy development in rural areas will be directed upwards. Otherwise, talk about positive changes in this part is utopian.
