On refraction into a lossy metamaterial and Ketteler formulas
The Ketteler formulas used to describe wave propagation in a conducting medium are generalized to metamaterials as effective isotropic electromagnetic media with electrical and magnetic losses. A criterion for distinguishing forward and backward inhomogeneous waves is indicated, solutions of the Ketteler equations are given, including for waves refracted into a metamaterial from vacuum. A case has been noted of the wave passing through the media boundary without deviating from the direction of incidence.
