The procedure of reviewing  of the manuscripts, received by scientific journal

"Text. Book. Publishing "

All articles received by the editorial board are reviewed independently.

1. The manuscript of scientific articles, received by the editorial board, the executive secretary considered for compliance with the profile of the magazine, the main provisions of the publication requirements, design, approved by the editorial board of the magazine. On receipt of the article and it is further reviewing the executive secretary of the authors report by an automatic e-mail notification after making appropriate changes in the profile of the author on the magazine's website. If the formal requirements for materials for publication are not fulfilled, then the article is accepted for publication are not "on its face" and this is reported by an automatic notification to the author.

2. The Executive Secretary shall review article on one or, if necessary, the two reviewers. For a review of the manuscript as reviewers may be engaged as members of the Editorial Board and highly qualified scientists and experts of other organizations with in-depth expertise and experience in a particular scientific field.

3. Terms of the review in each case are determined by the creation of conditions for the rapid publication of the article. The maximum term of the review is not more than 3 months.

4. Review "bilateral blind": the author does not provide data on peer reviewer (s) and vice versa. The author receives a review without a signature and the name, position, place of work the reviewer.

5. If the review makes recommendations for corrective and finalizing articles, the executive secretary of the journal sends the text to the author reviews the proposal to take into account when preparing a new version of the article or arguments (partially or completely) to refute them.

6. Article sent to the authors for revision should be returned to the revised form within a month. By the revised manuscript should be attached a letter from the authors, containing the answers to all comments and explaining all the changes made to the article (in a separate file, and the text of the article highlight changes color). Modified (recycled) paper the author re-routed for review and response attached to the reviewer. The date of receipt of the editors considered the return date modified article.

7. The editors reserve the right to reject entries from the inability or unwillingness to take into account the wishes of the author's edition.

8. Article no reviewer recommended for publication, to reconsider is not accepted.

9. In the presence of the negative reviews of the manuscript or its modified version of the article deviates from the mandatory notification of the author of the reasons for such a decision.

10. Not allowed to be published in a scientific journal:

- Articles which contain previously published material;

- Article, designed without complying with the rules of registration papers;

 - Article in which the authors waive technical revision of the articles;

 - Articles by authors who do not carry out constructive comments from reviewer or arguments do not refute them;

 - A series of articles that represent separate stages of unfinished studies.

11. After the adoption of the Editorial Board of the decision on the admission of an article for publication executive secretary shall inform the author through the automatic notification and publication points as possible.

12. The order of the publication of articles is determined by the date of their registration receipt to the office. Works devoted to the special relevance of science, as well as having a fundamentally new information may, by decision of the editorial board, to be published out of turn. Edition does not come with the authors in a meaningful discussion of articles on how to write correspondence and presentation of scientific articles and is not engaged in bringing items to the necessary scientific and methodological level.

13. Reviews are stored in the magazine at least 5 years. Copies of the reviews can be submitted to the Ministry of Education and Science for admission to the editor of the corresponding request.
