Problems of ecologically sustainable development based on the introduction of innovative technologies in the CMEA methodological documents (Methodology for economic assessment of the most important types of natural resources in the CMEA member countries)
A significant number of joint projects on natural resource extraction were carried out in the CMEA member countries: In order to create uniform methodological principles of economic assessment of natural resources in these countries in the interests of improving their reproduction, protection and use, the Methodology of Economic Assessment of the Most Important Types of Natural Resources in the CMEA Member Countries was published in 1985. It was developed with the aim of coordinating and stimulating research and experimental work in research, planning and design organizations of the CMEA member countries for creating uniform methodological principles of economic assessment of natural resources in these countries in the interests of improving their reproduction, protection and use. This is due to the fact that joint activities in the development of natural resource deposits was a priority area of cooperation among the CMEA member countries. A working group of specialists from the CMEA member countries took part in its development, consisting of: R. Radev (People's Republic of Bulgaria); P. Mach and G. Szabo (Hungarian People's Republic); M. Haaken (German Democratic Republic); A. Poczobutt-Odlanicki (Polish People's Republic); M.I. Agoshkov, A.S. Astakhov, K.G. Hoffman, A.A. Gusev, O.I. Zamkov, A.A. Mudretsov, E.M. Podolsky, I.V. Turkevich, and E.L. Ushakov (USSR); and P. Golouzka (Czechoslovak Socialist Republic). Economic (calculated in monetary terms) assessments of natural resources were considered in that period as one of the levers of environmental management. Along with them, assessments were considered that characterize various aspects of the provision of the national economy with natural resources, reflecting the quantity and quality of the natural resource potential, its change under the impact of scientific and technological progress and compliance with the longterm goals of the socio-economic development of socialist production. The main indicators in the economic assessment of natural resources were those of operational and environmental protection (environment-forming) assessments of these resources, and their final value determined the national economic assessment of this resource. Despite the fact that the main supplier of natural resources within the CMEA was the USSR, the Methodology repeatedly emphasized that the use of its provisions should fully comply with the principles of legislation in the field of environmental protection in the CMEA member countries and not lead to undesirable changes in price levels and real incomes of the population. Thus, from the text of the Methodology, it follows that environmental issues in the USSR and the CMEA member countries were already addressed in the late 1970s and early 1980s, while further development of natural resource extraction was supposed to be carried out on the basis of the introduction and use of innovative equipment and technologies.
