Areas of scaling of small and medium-sized enterprises in the field of manufacturing in the implementation of government support measures
Substantiation of the directions of development of small and medium-sized enterprises (SMEs) in the manufacturing sector when they receive government support measures is an urgent scientific problem in the context of sustained government interest in this sector of the national economy. The aim of the study is to identify the presence or absence of a relationship between the resulting performance indicators of SMEs in the manufacturing sector and the government support measures implemented within the framework of the national project in 2019-2023. The object of the study is small and medium-sized enterprises in the Russian Federation engaged in activities related to section C "Manufacturing", corresponding to codes 10 to 33 in accordance with the AllRussian Classifier of Economic Activities (OKVED). Within the framework of the analysis, SME entities are structured into three groups - microenterprises, small enterprises and medium-sized enterprises, in accordance with the legislation of the Russian Federation. To achieve this research aim, the authors develop and substantiate the sequence and substantive characteristics of the stages of the diagnostic methodology for assessing the scaling potential of SMEs in the manufacturing sector when implementing government support measures. The authors used the methods of chronological analysis and statistical data processing as research methods, as well as the method of correlation analysis to test the author's hypotheses on assessing the impact of government support parameters on 7 resulting indicators of SME activity in the manufacturing sector. The results revealed the multidirectional impact of government support measures and made it possible to justify the need for their differentiation, which served as the basis for forming a profile of the scaling potential of SMEs and developing a matrix of design solutions for synthesizing types and directions of government support measures for SMEs in the manufacturing sector. The practical significance of the research lies in the possibility of applying the author's conclusions in the formation of state and sectoral programs for the support of business entities by the executive authorities of the Russian Federation and development institutions at various levels of government. Based on the research results, the authors see the need to develop a matrix of design solutions for synthesizing various types and directions of government support measures for SMEs in the manufacturing sector, broken down into micro, small and medium-sized enterprises by their categories, which allows them to be more differentiated by types and directions of support in order to enhance the scaling potential of SMEs. The scientific novelty of the research conducted by the authors lies in the development of theoretical and methodological approaches to substantiate the scaling directions of small and medium-sized enterprises in the manufacturing sector when implementing state support measures and identifying problem areas on this basis that require prompt response and adjustment when determining the vector of support in general.
